whats the little pen and note pad icon for at the top of the AB page, on the left of the 'latest posts'...?

ive not seen it before until just now.

It only seems to appear on certain pages factor30. It isn't on this one but I keep seeing it when on CB. It also appears down the left hand side next the posts sometimes.
