someone i know owns a domain but it expires soon and i really want it (i know its mean) so can i buy it the day it expires or doesnt it become available until later or do they get a chance to renew it beforte it expires?

They have control up to the day it expires, if they tell their registrar to renew it it will be renewed and you won't get anywhere close to it.

Some sites offer a service which registers new domains for you as soon as they become available but it costs. Might be easier to simply ask your friend, if they don't want it you can have it transfered to your name and renewed before it expires. no risk of someone else getting it then.
