My golf club charges a yearly rental for my locker. Does this make them liable for any damage to the contents because of a fire in the locker room?

They are only legally liable if they have been negligent. Aside from that however,they may have a policy which covers goods in their safekeeping but they dont have to use their policy unless they want to.
