Setting parental controls on Windows XP

Can anyone tell me how to set parental controls on Windows XP i.e. limiting time PC can be used and also controlling web use etc. My granddaughter's PC broke and I had to set up a new account for her. I am sure I did it before but can't figure out how to do it now. In Vista it is very simple but I cannot figure it out in XP. Any help would be much appreciated.

There is no feature in XP for parental controls. However you can make a limited user account, and set the security policy on it to prevent to internet using.
