As far as I know that depends on the songs you want to download. If you are downloading from a site such as mp3.com or PeopleSound then they will have been given permission to distribute the tracks by the copyright holders (the musicians usually). If you are using filesharing software such as Morpheus or Napster then you can not only download these tracks, but also those which people have (illegally) made available for you to download from their computer. If you are downloading the latest Britney Spears song (heaven forbid) then you are probably breaking the law. If you want the latest Dennis the Menace and The Flyswatters track which has been made available by the band to increase recognition then you're probably safe :-)
It's a very simple procedure, download the program Morpheus, install it, register, type the file name you're looking for in the search engine, d click, enjoy! As far as the legality of it all, if you already own a copy of the said file then it is 100% legal. But i wouldn't worry about all that, music was meant to be free and enjoyed. I truly doubt that you will find yourself in court facing copyright violations as there are millions upon millions doing likewise.
Another good site to download music is http://www.audiogalaxy.com/ You have to download the satellite program and then search away. It's fairly user friendly.
