Can anyone tell me how I can stop any program that I download being added to another users list. In other words if I download a program how do I ensure it is on my list of programs only. Also the same applies to any shortcuts added to my Desktop. Thanks in advance to any answers.

On an NTFS partition (used by Windows 2000/XP) you could create user profiles (accounts) then set NTFS permissions to deny on the application's folder to the users you don't want running it. Using user profiles, one's desktop shortcuts would be confined to one's profile. On Windows 98 you can also use profiling and give your users different levels of permissions (see http://www.microsoft.com/technet/treeview/default.
