If I have two photo images how do I layer them making one image transparant??

I've only ever done this in Photoshop - I tried and failed with PSP. With PaintShop Pro, when you paste in something with a transparent background, it doesn't seem to be transparent and occludes everything behind it.

Maybe I was doing it wrong but I gave in, in the end.

I've since uninstalled Photoshop
