I'm reading several, and Joe seems to be the outright winner - now being called 'Bidenisms'.
The most stunningly thoughtless has to be "Stand up Chuck! Let 'em see ya! " called out to Senator Chuck Graham, a wheelchair-bound paraplegic.

He said the most important issue facing the middle class was, "a three letter word; jobs" & then he spelt it out loud, " J-O-B-S, Jobs ".

Then there are his cod-Irish phrases he seems make up, "God love you, holy mackerel!"

The Donald made surprisingly few apart from his daft late-night tweets about bleach as a vaccine etc.

G.W.Bush came a close second eg. the mysterious; "I couldn't imagine somebody like Osama bin Laden understanding the joy of Hanukkah" to the surreal, " I know the human being and fish can coexist peacefully".

Reagan: Trees cause pollution.
Bleach wasn't a late-night tweet. It was at the end of a televised press conference.
If Donald made "surprisingly few" gaffes, it is only because he was intentionally crass and stupid.

Trump made surprisingly few apart from the many cheerfully ignored :-)
Actually Trump’s weren’t really gaffes. That is hardly the word for them. He surely revised for them.
A “gaffe” is telling a wheelchair-bound supporter to stand up.
Airports during the war of independence isn’t a gaffe as such.
I’m not sure what it is.
Donald on his visit to Israel "I've just come back from the Middle East", showing his grasp of World geography.
What about V-Presidents as in Dan Quayle visiting Mexico - "I wish I had learned Latin so I could talk to the locals."
Boris reciting Kipling at Myanmar.
.
Or Quayle, "It's wonderful to be here in the great state of Chicago."

or "I couldn't help but be impressed by the magnitude of the earthquake."
God save America! Coz this geezer can't!
Canary 42, where would you place Israel if not in the Middle East?
Mongolia?

Or Patagonia - where the Brits suggested where Israel should have gone, a population down there who speak Baaa, Spanish and Welsh - Hebrew would have been a doddle.
One more Quayle-ism, "I have made good judgments in the past. I have made good judgments in the future."

Warren Harding; “I would like the government to do all it can to mitigate, then, in understanding, in mutuality of interest, in concern for the common good, our tasks will be solved.”

Following Harding’s death, poet E. E. Cummings said “The only man, woman or child who wrote a simple declarative sentence with seven grammatical errors is dead.
