It is a website that automatically changes depending what device it is viewed on. So on your PC it will look normal, but on a mobile phone or pad or iPod it will re-format in a different way so that it is legible and a readable text size, rather than just a scaled down version of the PC site.
In the past, the desktop and the mobile sites used to have to be designed and maintained separately. With a responsive design, there is just one site.
I would guess one that doesn't keep you waiting for the ads you are not interested in before allowing you to use what it's delivered early.
