How Do I Download An App To Ipad Not Directly From Itunes.

I am a complete newby to ipad air. I have signed up an iTunes account etc.
but want to download an app mentioned Computeractive - www.snipca.com/13106 which is an app to turn your tablet into a telescope.
I would appreciate step by step instructions as to how to do this please - and I mean every step.
