faulty desktop

anybody got any ideas how i can fix this problem? when i switch on my desktop computer i keep getting this message coming up,"windows did not shut down properly and will start in the safe mode in 30 seconds" after the 30 seconds the microsoft logo comes up and starts to download,after a few seconds it returns to to message again this happens over and over,without letting me get online,so come on folks any ideas as to how i can sort it out?

press the up/down cursor to start windows normally and press return. it's worth a shot.

I've had this ocassionally but I am usually given 2 options - to start in safe mode, counting down to 30 secs or, resume Windows Startup.
That's all I know. Sorry.
