What is this computer logo . Is it from a browser or a program like word etc been sent something need to know if it's screen shot directly from the web or copied n pasted (and more importantly edited) from a program . It's a red circle with a black vertical bar thru it

Can't format computer - help!

I have an emachines computer and i have just tried the factory re-install with the two cd's that came with it. I get as far as computer is ready to be re-booted and started, then the screen goes blue...
