My computer will not access secure sites?

My computer will not access secure sites ever since I updated my Norton to 2006 version. I have looked in the settings but don't have a clue. Can anyone help?

Open the main control panel window. Select Norton Internet Security tab on the left hand side. Select Status and Settings. Select Personal Firewall. Select Configure. Select Programs tab. Click Add. Select the programs you want to access the internet. Either add these programs to the list or if you want to update an installed program, drill down to any updater exe files within the program. The item you selected will be added to the list in the main pane. Right click on it and modify it to allow access as you see fit.
