If the monitor worked fine with the computer BEFORE you moved, but wont work now, why on earth would you need to buy a graphics card ?

Assuming the monitor DID work fine before you moved make sure you are putting the cable from the monitor into the correct connection at the back of the tower as there are some connectors that look similar.

It may be that some screws have become loose during moving house and they may need a slight tighten.

It should look something like this

vehelpfulguy is right and your neighbour  not quite.

the monitor screws into the graphics card which you say is loose,so you need to open up your pc and tighten the two screws up on your graphics card.these can work loose but remember to keep your bare arms against the computer casing to avoid static damage.
