EBAY - Unable to list

I am trying to sell something on ebay, but i cannot upload a photo or add a description to the description box.No prompts or messages are appearing from ebay telling me otherwise. Is there a problem with my PC or is it EBAY preventing me.

Can't see anything on eBay that mentions any listing glitches at all
Tried the usual clearing of cookies?
Try a different browser?

I thought it was free to list something on ebay so long as you kept the price below £1, but it is now saying that it will cost 90p to list my item.

Ebay listing fee, Buy It Now.

I would like to list a Buy It Now, Multiple Items (all items the same) on eBay but can't find the fee on the eBay help pages. It is probably there somewhere but I am finding it all very confusing....
