you (I think) need a space - ipconfig /flushdns
use ipconfig /displaydns to check.
If /flushdns doesn't work, it's probably because of static entries in local Hosts file

computer wont rec.ipconfig as a command prompt
Why do you need to do this ? What OS are you using ? You can access your DNS addresses in your IPv4 properities in your manage your adapter settings in Network and Sharing Center and can change them to suit
find out where it is - cd to windows and dir ipconfig.* /s

cd to the directory where it is and issue the command again.

If it's not windows, you need a different command.
Why are you doing this?
A reboot will achieve the same result BTW.
