I have a Dell Dimension 4300,1.7 ghz,40 gb harddrive,250 mb ram,Windows xp pro.
Could i format it and put windows 7 ultimate on it or will it crash out or go very slow ?.

There is no way it would run error free with that tiny amount of RAM. I'm surprised XP even runs well.
The other problem is that Windows 7 (and Vista) are much larger than XP was.

I have a PC I just bought off Dell and it has Windows 7 on it and it already takes up 25Gb of space (my "windows" folder is 10Gb).

So if you do install Windows 7 it will probably use up nearly half your 40Gb disk.
I do not agree ..

W7 should be taking up about 7Gb (including decent size paging file) and if hibernation is set up. Keep S Restore down to about 10%.
If XP Pro worked ok, it's likely 7 will.
The Windows folder on my W7 Pro machine is just under 9 GB., Ultimate would presumably require more disk space.
It's extremely unlikely that you will get W7 compatible drivers for your laptop, and almost certain that it will not be capable of running the Aero interface, in which case, installing W7 Ultimate would be pointless.
yes you can format it and put windows 7 but you have to increase RAM then only your laptop will work properly otherwise it will be slow
