How do they do the 3d effect on photos on TV

Can anyone tell me how they create a 3d type image on some photos that I've seen on TV programmes, where the figure stands out from the background as they zoom in. It almost looks like the figure has been placed in front of the background to give a 3d type image.
Is there software that can do this??
