Monitor - frequency out of range

My monitor just died so I put a similar one on from an old pc and it's saying 'attention, signal frequency is out of range, H:64.1KHz, V:60.1Hz, please change signal timing'
I can't see any menu button on the monitor, is this something I alter on the pc (although the screen is barely legible)

You need to reduce the resolution and/or the refresh rate.
If you start the machine in safe mode, it will use the lowest of both, and you will be able to see what you are doing. Then, as neildownx says, you can change the settings in the video properties and restart the machine. Start by setting them to very low, and gradually increase. Eventually you will get to a point where the monitor can no longer cope with the signal, but all you need to do is press escape to revert to the previous setting.
