Changing the size of a photo

I have been sent lots of photos from friends by email over the last few years. I have saved them into 'My Photos' and now I want to use them to upload onto a silly site. However the photos have to be under 2MB to be able to be uploaded. Lots are under 2MB and I have no probs with them, however some are over 2MB and I cannot use them.
Is there any way I can reduce the size of these photos and thereby use them? After all, they are just photos like all the others?
Thanks

use irfanview for this http://www.irfanview.com/
however if you have any software for picture editing, it should have a resizing option.
the bigger size of a picture usually means better quality.
