My Laptop Can't Go To Standby

I'm using Windows 98. My laptop can't go on standby even when I set up the 'Energy Saving Feature'. It only turns off the screen.

This is how I went about it.

Left click my mouse >Properties>On Display Properites click on Screen Saver Tab>Click on Setting on 'Energy Saving Features of Monitor'. At Power Management Properties-Power Schemes I've set my computer to System Standby After 10mins, Turn off Monitor After 10min, Turn off Hard Disks After 10mins. Clicked apply.

Any ideas how to get it on standby?
