Dell Inspiron laptop battery charging

I have a Dell Inspiron which fails to recharge the battery when it is plugged in. When I click on the battery icon, it says " 0% available (plugged in not charging)" and the on/off icon at the front of the laptop flashes red 4 times and then white once repeatedly. I have replaced the battery after advice from this site (albeit not with a Dell battery) but there is no difference. Can anyone suggest what the problem is likely to be and/or whether there is any way to remedy the situation?

Your charger is working and suppling voltage I trust ? Worth checking.

Aside from that, is the battery is new, the charger ok, then the problem must be a circuit or connection one inside the laptop. May been to get it serviced/fixed ?
