Desktop display

I've just changed the wallpaper on my desktop. On the previous one I had a black margin to right and left of the picture, which displayed the shortcuts clearly. I can't remember how I did it last time; have tried fiddling on Control Panel but obviously haven't found the correct clicks yet. Could you help, please? Windows 7 and Google Chrome, though my previous one was fixed when I was using IE8.
