Icons no responding

My shortcut icons on my vista laptop don't respond, I have tried redoing them but nothing happens when I press them. I had Hotmail, weather, and of course answer bank, anybody know why I cant make a short cut from the web,

What browser are you using?
If IE, open tools/internet options/programs and check there for default IE setting.
