Charge an iPad from USB

My iPad doesn't charge from it's USB port .. Apparently I have to "enable charging" .. How do I do it ?

The USB port doesn't normally supply sufficient current to charge an iPad but many web sources state this is utility will fix that:

(That download is from a reputable manufacturer, via a reputable website, so it should be OK, but anything which increases the current passing through your PC's circuits will be used 'at your own risk'!)
