Throwing In At Line Outs

In my youth it was customary for a winger to throw in at
the line out. Now it almost always the hooker doing the job.

Does anyone know which team was the first to adopt this method
& when?

Ive been trying to understand the rules for years but one thing that baffles me is why do you need a specialist whose job is to hook in the scrum? Does he have a job in the rest of the play?

ps i alway thought anyone can do the throw in.

Could it have something to do with the Law 19 change (c.1996) that introduced lifting at a line out?
think about it, a winger is not covering the near-line defence if he/she is throwing in, there being a 5m gap to the first pair of the line-out, so the defensive team win the ball and come crashing through the resultant gap....?
