Why would god create everyone and then tell one group to kill another? That makes no sense if it's true

I find the 'UN' reference obscure I do admit, perhaps it's something to do with that Moldovan wine, - wasn't that the Reserve du Patron at Fawlty Towers? where Basil famously said, "Well you certainly know your wine, most of the guests here can't tell the difference between a Bordeaux and a claret.

In my youth I couldn't afford to stay there (wouldn't have wanted to anyway) so I stayed at the Salvation Army Hostel just round the corner, sharing my bed with bed bugs and my room with a defected Russian Spy called George. George and I spent many hours sitting exchanging tales in a very good neighbourhood bar, drinking cool beer (Cobra I think) and eating freshly made potato crisps.
So, we've finally got a "chapter and verse" answer to the OP (maggiebee was right but appeared to be a response 'from the gut' rather than from inside knowledge).

Press articles are of little use, if IS are too busy destroying, killing and torturing to stop to read the papers (even assuming the internet is still operational in their area).
As for Fatwahs? There we go with the 'religion of peace' contradiction again. As deployed, to great effect, in the recent Hugo Blick drama "you can only negotiate backwards if you start with your greatest sanction".
It does, rather, smack of "being seen to have done something", rather than having any substantial effect on events thousands of miles away.
When I said "go out there and lecture them", I meant that literally. (Western) Press articles will go unnoticed by them and, having issued their Fatwah, the Mullahs can hardly go out for face-to-face discussions to persuade them to change their ways. (Arguably such expeditions would have been equally life threatening to them, even before they issued their Fatwahs!)
I will read the article in due course and may comment again.

Including Al-Ghunaymaan, Al-‘Umar, Al-Mahmoud and Al-Jalali Al-Mahmoud
The joint statement asserted that it is impermissible and of tyranny for one faction to impose itself as the only holder of legitimacy and that it is necessary that all other groups pledge allegiance to it without consulting the Muslims, otherwise they become of the Khawārij and their blood becomes permissible. It argued that this is the main reason for divisions and internal fighting. Sheikh Hamoud b. Ali al-Omari added: “The reality of the matter is, every drop of blood shed between the (rebel) factions in Syria is due to al-Baghdadi’s refusal to allow the Sharī’ah to arbitrate while implementing his own innovated Sharī’ah.”
There is no act, the punishment for which has been mentioned more sternly than that of killing a believer intentionally where a collection of five severe retributions have been listed:
“But whoever kills a believer intentionally – his recompense is Hell, wherein he will abide eternally, and Allāh has become angry with him and has cursed him and has prepared for him a great punishment.”[27]
Rhetorical question: would you like to live in a society where this shower had the last say?

(Look out for two priceless little gems by London's very own Mamzzy Rashid.) For those who will be expecting a morsel of compassion for crucified Christians and other collateral damage of Al-Baghada's new caliphate I say: look hard; it is there to be found.

Quite a contrast between the article Khandro linked to and the completely underwhelmed comments underneath it - ranging from challenging the Union of Muslim scolars to validate themselves before pronouncing on the caliphate, to accusing them of being 'pets' of the rulers of Arab countries!
