This community must have strange standards if they further punish the victim because he spoke out.

Indeed. Sadly fairly predictable, a very closed community :(

If the victim had allowed his complaint to have been dealt with 'in house' what sanction might the Beth Din court have imposed if it had found him guilty?
I honestly don't know Sandy but anything they decree is not really enforceable anyway, not legally, just by community pressure and in cases of sexual abuse I can imagine nothing would be done. Mosers are not well thought of though, so people are just expected to put up and shut up.
Not a lot. Probably just a talking to. They can't jail him.
Primitive society rules. A reasonable person would see that is wrong but their society probably feels they can only continue its existence by keeping things internal. In time these things will die out but in the meantime maybe unfair treatment is the way to drive victims out into the wider community instead, where they will hopefully find folk act better towards them.
