When two women go to a restaurant, eat, then say good-bye, promising to write each other, even if they probably won't bother, and after that one of them says to herself 'still, another one down in my minuscule social circle', what does it mean?

It sounds like you are reading a desperately unfunny cartoon strip - probably in a free newspaper.

No, it's a novel by Laura Hird, 'Born Free', p. 23.
It could either mean that she has a small circle of friends and she is �doing the rounds� catching up with them one by one, or that in the small circle of people that she considers to be friends that she might feel she has just lost another one.
