It's just sloppy journalism. Presumably it should say "Research suggests scheme encourages discrimination against foreigners and ethnic minorities".

Another example of sloppiness comes later in the article: "One mystery shopping exercise conducted by the JCWI found that a British BME (black and minority ethnic) person enquiring about a house without a passport was turned down by 26 per cent more likely to be turned down by landlords than a British BME person with a passport. "
The Independent (as opposed to the 'i' which is now an entirely separate publication) has become a laughing stock since ceasing its print edition.

It seems to be run entirely with work-experience interns and the errors which get through to publication on the website are beyond a joke.

I rarely look at the site now, and always verify elsewhere before believing anything.

These “right to rent” immigration checks, have nothing to do with discrimination against 'black and minority ethnic persons', less of course they happen to be in this country illegally, and what can be wrong with that?
Reading between the lines (since the actual article is gibberish), it seems that people are saying that you have less chance of being accepted if you don't have a passport.

This will affect not only the intended target (illegal residents), but also bear disproportionately on legal BME residents, since they are statistically far less likely to have a passport and are then treated less well than white residents with no passport.

Why if they were born in the UK, would they statistically be far less likely to have a passport than a White resident, unless of course it could be because this country is a majority 'white' country.

But even so there are many white residents who don't and never have had a passport, yet legal immigrants to this country are more likely then anyone to hold a passport.
I am not sure I would have any confidence that the checks were being applied where they most need to be applied.
There are other ways to check a person for starters you are on a good start if the person has a UK Bank account since the Bank will have done such checks.

We have always checked our tenants(well our agent does) for other reasons. Unfortunately I have to report that some of our best tenants have been 'foreign', the worst being white and Black 'locals'. Currently we have turnip pickers in one; excellent tenants.
The checks seem to be in keeping with employment checks so I don't have a problem there.

It should be about more than ownership of a passport though. I have an out f date one as we've haven't been abroad for years.

Everyone can have a toot about something being unfair. That's life isn't it?

landlords have an anti terrorist function and now an immigration facet. No they dont ! ( er that should be "shouldnt")
they should concentrate on their key function of providing accommodation of a decent standard for a market rent
