As ALL medals officially issued to both military & police officers are engraved with their Name, Rank and service number, then why should you impersonate a serving officer, also impersonating the police = criminal offence... Impersonating a serving military officer = (IMO) moral offence.
Why do you assume that they are issued only to the military and the police? The ones I have seen are on normal sale to the public. In fact, I think I recently had some junk mail from the Royal Mint offering such medals for sale.
