it is suppose to be a capital w with quotation marks around it, like this
"W"

The only thing I can think of is a blue car with a W registration, i.e. a 'blue W'.

Can you give more info? What was the sentence in which you saw it used?

It was not used in a sentence. Some one just asked "what is the culture meaning of the blue "W"? that is all i know
