italians ask the time

Why in Italy there is a tendency to ask the time,from a public service telephone (telefono azzuro?) more frequently than in other countries? In other words Italians telephone to ask the time from a telephone centre quite often. Why?

Please ignore "telefono azzuro".It is amistake. But it is a fact, through scientific research, that Italians ask the time by telephone more frequently than other people. Why?
