Compacted ground under lawn is preventing it from growing

The ground under my lawn is comacted in areas (can only get a garden fork in about 4 inches) and it isn't growing very well. Whats the best option, do i have to lift the turf and aerate it, or is there a product i can buy that will do it without lifting the turf. Our neighbour says that it was flagged for years untill recently.

Hi, You really need to dig down to see why you cant get any deeper than 4 inches. Compacted or not, a fork should go down its full length.Try really soaking a small section before you dig to investigate.
