Subscription service on website Paypal problem

Does anyone know a remedy to the problem that Paypal does not allow anyone to set up recurring payments for a service, unless they too have a Paypal account (they are ok with one off transactions with other cards but not for a recurring service). What I want is a 'fire and forget' type of service where someome signs up for something on the website and their payment can be billed monthly without them doing anything. This is for a US company but would welcome any suggestions for UK too . Thank you
