Ask a gents outfitters (one that hires out to weddings) for an ex-hire one. Doubtful you will get one in a charity shop.

vintage shops are a good bet but they can be pricey. I worked in a dress hire place and we only carried gray or navy top hats, strictly speaking only undertakers are supposed to wear black hats these days so you might not find any in ex-hire sales.

My brother is obsessed with them (unless this is you?!) and has a large collection, my mum often gets them on ebay or random classifieds. Good luck!
