I like "The Sound of Silence". So no.
No no a thousand times no. God help the individuals who have some looney neighbour that puts one up. It's difficult to see how they could restraint their actions for that racket all day every day.
I have sensitive hearing and my neighbour's wind chime meant I had to keep my bedroom windows closed.

Constant unnecessary noise can drive me up the wall
It must be like a music loop tape that plays one note incessantly. Why would you!
No. Worse than that, my brother-in-law once had a contraption at the side of his fish pond. It was a bamboo tube on a hinge which filled with water and when it was full it tipped the contents into the pond and then loudly banged back the other way. It did this about every twenty seconds. It drove me barmy when I went to stay with him, especially as the bedroom we used overlooked his back garden. After one night of purgatory I got him to switch the pump off. Thankfully he left it in place when he moved.
I think wind chimes sound by being struck. A static structure would be an Aeolian Harp type thing.

I could tie it to a chair and shine a bright light in it's face. That'd make it sing like a canary.
Not keen but I do have a little set hanging in the porch. They tell me when anyone comes in the front door!
They look nice but I find the sound somewhat depressing.
Love them. I think the wooden ones are best. We have them in porches, conservatory and gardens. Only two neighbours and they're too far away to hear them. But they have them too!
Yes, Roadman, I did when living in the country ... maybe neighbours in town wouldn't be too happy!

I enjoy a nice gentle tinkle as I stroll past a garden just round the corner.
I suppose I'm weird, I love the sound of wooden wind chimes and hate the sound of British church bells.
They don't bother me whatsoever kind of tranquil , having said that've heard many a guitarist trying to tune up. now that is grating.
When I rule the world there won't be any.
I find them tranquil and relaxing Arky. But those damn church bells ................
