Sorry Scotman, but tooth enamel is not made of cells.
No cell ever regrows. Once it is dead it is dead forever. All new cells are formed by the division of a living cell.
Some parts of the brain at least have cells that regrow in the sense that damage is repaired by regeneration of the existing cells. Google for more details if interested.
