hi Clown tickle, depending on the age of the children you are doing the boxes for. but, colouring book, pencils, character flannel, novelty toothbrush/toothpaste. Yes hats and gloves. Some fun things as well as practical. I used to ask my kids to help me chose stuff

all the above suggestions, we always do a couple of boxes for teenage boys as that the ones they get the least of, we also put in a selection of , playing cards, table tennis bats and ping pong balls, tennis ball, blow up football, harmonica, plywood plane kit, skipping rope (yes even for boys lol) kalidascope, fun stickers and any art/crat kit that will fit in the box and need no other ingredient than water depending on box size.

What about a pair of flip-flops?

only prob with flip flops is the boxes are normally going to cold places,thats why they ask for hats scarves and loves, but its a good space saving idea :-)
