All inclusive holiday flights

I am thinking of booking a cheap package holiday deal but only using the flights, not the hotel. Is this "allowed"? Has anybody tried it?

A friend of ours booked an all inclusive holiday last year for four people going to corfu . Only used the flights as it was cheaper than paying for flight only ( she has a brother who lives out there to stay with ) Everything was fine.
