Would this not cause entry and re entry friction or due to low speeds can this be avoided?
What heat is generated outside a rocket leaving and re entering the earths Atmosphere?

No because the graduated freefall speed would conteract the need to use the atmosphere as a brake as in the case of normal reentry. The greater problem is finding a material strong enough to withstand it's own weight albeit graduated for the length of the line. A fascinating idea, the darling of scifi for a century.
Isn't the concept of the Space Hook, or Space Elevator, attibuted to Arthur C. Clarke?

As Geezer says, fascinating concept, but no material lightweight/strong enough to use as yet.
