The Thames is a tidal river. I would say it was sea level. Actually, strictly speaking, up to wapping I believe is still technically considered coast.
London is a big place! Which bit?
Its all going to be different. Heathrow for example is 78 feet above mean sea level.
the datum for sea level in the UK is taken as the mean seal level in Newlyn
