How do you work out the required value of resistors needed in a circuit containing a transistor?

For example, a basic moisture tester, 5V dc, contains an LED and a transistor and 2 open wires or prongs, which when touched onto moisture will completethe circuit. So what values do i need to know to start to work out the needed resistors to make the circuit work?

In essence, you need to know the voltage there will be across the resistor and how much current you want it to pass.
