I think this may be a smidge tenuous! Could 'ruler' mean 'capital'? Then how about 'Sophia' ?

(Extract from Wikipedia) -

Sofia (Ottoman rule)

How about SOPHIE which sounds like SOPHY a ruler in the Persian part of the Ottoman Empire.
