It's not a program, it's a data file or document. You need to know what kind of file it is in order to tell Windows which program should be used to open it. This is normally defined by the extension. The extension is the group of 3 or more characters after the dot. Eg "Fred.jpg" is a jpeg image, and needs to be opened with a suitable graphics editor or viewer, whereas "mart.pdf" is an Acrobat file and needs to be opened with Adobe Reader or similar.

If you tell us what the extension is, we ca tell you what program should be used to open it, and how to ensure that Windows knows how to treat such files in future.

the only letters after the dot are.rar
.rar files are archives, similar to .zip files, i.e. they contain one or more compressed files within them, which have to be extracted before they can be used.

A free program such as RarZilla will allow you to extract the files. The program and instructions are on the following page:

The files are compressed so you need a programme to unzip them.

A free trial of Win Rar is here
