3 - Confused Roman Register Office initially, in suburban Sheffield (7)

1 is Ilkley Moor (anagram)
3 is Ranmoor

Thanks for those. Why Ranmoor though? I can see RRO from the initials but where does the ANMO come from?
Is no 4 Spurn Head?
I would say the explanation for no 3 is R O for register office and an anagram of roman
