I find such questions ambiguous. A ratio is a comparison so one can't have a ratio of women. Only a ratio of women to something else. To men may be implied, as an assumption, but it isn't stated.

"on which day was the ratio of MEN TO women higher"

That would make the answer Thursday (12:66 on Thursday,11:66 on Tuesday)
