25a Irritating, having to cross a fence.

Why is this RAILING (fence) when ROILING which means (Irritating) will fit?
A/c to my Chambers "to rail" doesn't mean "to irritate"
Am I missing something?
Please can you explain the middle of the clue?
I can't decide which is right, need this to complete!

Riling = irritating + A = Railing - fence
irritating...riling around A...r A iling?

Roiling = Riling but I never thought of that
Riling means irritating/annoying, across the "a" gives railing, a fence.
Riling means irritating. Put is across "a" and you get railing, a fence.
