98 letter C the rest in the sentence a place in ohio

97 Just GO for a board game

98 Leader implies first letter + what is stated and it is also a place in Ohio

Very many thanks to you both.  I can't have been thinking straight as 98 is easy, but I don't have a Monopoly set.  However I have found the answer on a web site that shows a Monopoly board.
