I think they've made a mistake in this crossword because according to my dictionaries it should be spelt BY-LAW, not BYE-LAW. There's no listing for BYE-LAW but obviously that's the answer.
Am totally confused here because then Maltese does not fit in 30 down - how have you solved that?

I put in BYELAW which is the only thing which will fit, even though the spelling is wrong and it should be BYLAW. The "E" fits in with the first "E" in MALTESE. We don't say "byepass" do we? It's "bypass". And I don't think we say "byeproduct". It's "byproduct". At least that's what my dictionary says. I'm sure there will be a few letters to the newspaper about the spelling mistake.

Seems that "byelaw" is an alternative spelling in which case they should have indicated that in the puzzle. It doesn't appear in my dictionary at all.
